- Combine cocoa powder, sugar, and 2 fl oz (60 ml) of the whole milk in a saucepan over medium-low heat.
- Whisk until smooth and heated through, then add the remaining 8 fl oz (235 ml) of whole milk and toffee syrup.
- Heat the mixture to steaming (around 160F/71C) without boiling; pour into a mug and serve.
