A soft, fluffy, lightly sweet milk bun topped with a cookie-like crust of butter, sugar and flour that bakes up golden and crackled. The contrast between the crisp, sweet lid and pillowy crumb is what makes it a Hong Kong classic. Makes 8 buns in about 4 hr 18 min.

Scales from a half to a double batch. Laminated and yeasted doughs are easiest to handle one batch at a time; bake extra pans in rounds.
2 ⅓ cups (300 g)bread flour
3 tbsp (40 g)granulated sugar
¼ oz (4 g)instant yeast
¾ tsp (4 g)fine salt
1(50 g)egg, large, room temperature
⅔ cup (150 ml)whole milk, lukewarm, for the dough
2 tbsp (30 g)unsalted butter, softened, for the dough
3 ½ tbsp (50 g)unsalted butter, softened, for the topping
9 tbsp (70 g)powdered sugar
1(18 g)egg yolk, large, for the topping
2 tsp (10 ml)whole milk, for the topping
14 tbsp (100 g)cake flour
1 ½ tbsp (15 g)dry milk powder
¼ tsp (1 g)baking soda, 1/4 tsp
¼ tsp (1 g)baking powder, 1/4 tsp
1(18 g)egg yolk, beaten with 1 tsp water, to finish
Make the dough: in a stand mixer bowl, combine the bread flour, sugar, instant yeast and fine salt. Add the egg and lukewarm whole milk and knead with the dough hook on low until a shaggy dough forms, 2 minutes. Add the 30 g softened unsalted butter and knead on medium until smooth, elastic and able to stretch into a thin translucent sheet, 10 to 12 minutes.
Shape the dough into a ball, place it in a lightly greased bowl, cover and let rise in a warm spot until doubled, 60 to 90 minutes.
Meanwhile, make the topping: beat the 50 g softened unsalted butter with the powdered sugar until pale, about 2 minutes. Beat in the egg yolk and 10 ml milk. Sift in the cake flour, dry milk powder, baking soda and baking powder and mix just until a soft dough forms. Wrap and refrigerate until firm enough to handle, about 30 minutes.
Punch down the dough, divide it into 8 equal pieces (about 72 g each) and shape each into a tight, smooth ball. Arrange them 3 inches (8 cm) apart on the parchment-lined baking sheet, cover loosely and let rise until puffy and nearly doubled, 45 to 50 minutes. Heat the oven to 375°F (190°C) about 20 minutes before the rise ends.
Divide the topping into 8 pieces (about 33 g). Press each between two sheets of plastic wrap into a 3-inch (8 cm) disc about 1/8 inch (3 mm) thick.
Peel a topping disc and lay it over each risen bun, pressing lightly so it hugs the top without deflating the bun. Brush the topping with the egg yolk wash; if you like, score a light crosshatch with the back of a knife.
Bake until the buns are deep golden and the topping has cracked into a checkered crust, 15 to 18 minutes. Cool on a rack for 10 minutes and serve warm.
Tips
Keep the topping cool; if it gets soft and sticky while you press it, chill it again for 10 minutes.
Bread flour and a full knead give the stretchy, feathery crumb; stop kneading only when the dough passes the windowpane test.
The baking soda helps the topping spread and crackle; lard can replace the topping butter for an old-style crisper crust.
Good with hong Kong milk tea.
