Kueh jongkong is a soft three-layer pudding cup: dark gula melaka syrup at the bottom, a green pandan rice pudding in the middle and a white, lightly salted coconut cream on top. You dig a spoon straight down so every bite gets smoky palm sugar, grassy pandan and rich coconut together. Makes 8 servings in about 2 hr 40 min.

Scales from a half to a double batch; give a bigger batch a little more time.
¾ cup (150 g)gula melaka (palm sugar), finely chopped
⅓ cup (80 ml)water, for the syrup
¼ oz (5 g)pandan leaf, 1 leaf, knotted
1 ½ oz (40 g)pandan leaves, about 10 leaves, cut in 1-inch (2.5 cm) pieces
¾ cup (200 ml)water, for the pandan layer
7 tbsp (50 g)rice flour, for the pandan layer
2 tbsp (15 g)tapioca starch, for the pandan layer
3 tbsp (40 g)sugar, for the pandan layer
1 pinchsalt, for the pandan layer
1 cup (250 ml)coconut milk, for the pandan layer
1 ½ cups (350 ml)coconut milk, for the coconut layer
5 tbsp (35 g)rice flour, for the coconut layer
1 tbsp (10 g)tapioca starch, for the coconut layer
Make the syrup: put the gula melaka, 80 ml water and the knotted pandan leaf in a small saucepan and stir over low heat until the sugar melts, then simmer until slightly syrupy, 4 to 5 minutes. Discard the pandan leaf and divide the syrup among the eight cups, about 1 1/2 tablespoons each. Let it cool for 10 minutes.
Make pandan juice: blend the cut pandan leaves with 200 ml water until finely shredded, about 1 minute, then strain through a fine sieve or cloth, squeezing hard. You should have about 180 ml of bright green juice.
In a medium saucepan, whisk the rice flour, tapioca starch, sugar and salt for the pandan layer with the pandan juice until completely smooth, then whisk in the 250 ml coconut milk.
Cook the pandan mixture over medium-low heat, stirring constantly with a spatula and scraping the bottom, until it thickens into a smooth, glossy pudding that heavily coats the spatula, 6 to 8 minutes. Spoon it gently over the syrup in the cups while hot, dividing it evenly. Let the cups stand 15 minutes so the surface firms slightly.
In a clean saucepan, whisk the rice flour, tapioca starch, sugar and salt for the coconut layer with about 60 ml of the 350 ml coconut milk to a smooth paste, then whisk in the rest of the coconut milk.
Cook the coconut mixture over low heat, stirring constantly, until thick, smooth and glossy, 5 to 7 minutes. Keep the heat low so the coconut milk does not split. Spoon it carefully over the pandan layer and smooth the tops.
Cool the cups at room temperature for 30 minutes, then refrigerate until set and cold, about 1 hour. Serve with a spoon, digging down through all three layers.
Tips
Spoon each layer on gently over the back of a spoon so it settles on top instead of punching through the layer below.
If either pudding turns lumpy, whisk it hard off the heat for 30 seconds; lumps usually mean the heat was too high.
Frozen pandan leaves work well for the juice; thaw them first and weigh them after thawing.
Contains coconut; check with your doctor if you avoid tree nuts.
