- Combine cocoa powder, sugar, and 2 fl oz (60 ml) of whole milk in a saucepan over medium-low heat.
- Whisk until smooth and there are no lumps.
- Add the remaining milk and pure vanilla extract to the saucepan and continue heating.
- Heat the mixture to steaming, about 160°F (71°C), without boiling.
- Pour into a mug and serve immediately.
